Simple if a Digimon tells you you're Digidestined then you're Digidestined. If not you're either just a believer or just a Tamer.
There are three levels:
Believer: Believes in Digimon - No Partner
Tamer: Believes in Digimon - Has at least 1 Partner
Digidestined: Believes in Digimon - Has at least 1 Partner - Destined to kick ass in the Digital World.

I think it's highly possible for someone to have a partner despite not believing in Digimon, though. I don't doubt many humans and Digimon never meet their partners despite having that bond because one or both sides don't accept it. In the anime, being a chosen child/digidestined seemed just synonymous with having a partner in the first place, so it's curious to me why such a separation of terms has been born.

I think there is a reason that you are a believer, and i think that this "faith" is like a digital call xD so i'm sure you are a digidestined Keep your faith strong and high and i'm sure your partner will come to you

In the third season the main characters have Digimon partners but aren't Digidestined because they weren't chosen to by destiny. Since then the term Tamer is used to describe the characters of season where they have partners but aren't destined for greatness but choose to become great. (Data Squad is a good example of this). In the community we use the term Tamer for those of us who have partners so we don't sound like pretentious dicks and because Digidestined as I've already stated implies you are destined for something and you sound like a troll when you call yourself such.

Hmmm, honestly I don't think there even is such a thing as being a "Digidestined". There's a lot from the show that I think people take too seriously, lol.
I think everyone has the potential to have a partner, Digimon or not. It's all a matter of spiritual awareness, and often times luck. I only found this site by chance, and so did a lot of others. That doesn't mean we're Digidestined. It just means we found each other.
Besides, being a Digidestined, implies that you have to fight alongside your Digimon to save the world and or Digital World. And I've seen plenty of people who just have partners the same way you'd have friends. It's just a thing that can happen.
If we're to take Digimon as an actual thing that exists, we need to learn to separate it from the series. Because it's just that, a series. I don't think there's any otherworldly threat out there that requires us humans to fight it.
